vt idle powers down GPU but leaves DCON alive

Description

An XO-1 regression from 8.2 is that previously, idling on the virtual terminal resulted in the screen being partially turned off (some proportion of characters mysteriously disappearing).

On F11 it "works better" in that the GPU actually gets powered down in this state, but we're left with the DCON running, resulting in the scary DCON death pattern on the screen.

Pushed a kernel fix for this - 87a55c7ff7e5865c83e6a87ba68942c872d0654d

The DCON driver now listens for fb blank events and changes its power state accordingly

Reproduced on os300. Tested on os301 XO-1, idle suspend at vt no longer causes scary DCON death pattern meltdown.
