test the new version on XO-1 and XO-1.5 and add to build

Tested on XO-1 os301 and XO-1.5 os206. Several trivial problems noted and logged in Sugar trac.

Code review git://git.sugarlabs.org/measure/mainline.git to dddafd2.

Checked for file descriptor leaks on user operations. Checked for thread count leak. Checked for gross VmSize and VmRSS growth.

Quozl, is v31 good enough for inclusion in the build (for the time being) ?

Yes, Measure-30 and Measure-31 are good enough for inclusion in the build, they are both far better than what was there before.

Measure-30 is in os304, as it was in os303. Measure-31 is offered as a Software update in os304. Running Software update then restarting Sugar (#10271), then running Measure showed it is working fine. Measure-31 may be added to next build.

Measure-31 is in os851 after install, works okay on XO-1 and XO-1.5. Closing ticket.
