let sugar do the initialization, if it's thought to be useful.

change has been pushed to olpc-utils. need new rpm built.

Testing deferred, need to create a test case. Tested that olpc-utils-1.0.27-1.fc11 is present in os851.

Hard to create a test case, the Sugar code is not merged anywhere yet and this ticket was a feature removal, not an addition. I think we can close without any testing other than the fact that the mouse still works.
