pin internal wifi device to name eth0

Description

We currently have at least 2 components expecting the wifi device to have name eth0: initramfs activation code, and powerd.

We should apply udev rules to hardcode this to name eth0.

Tested by inserting a USB ethernet device before boot, it was correctly assigned to eth1.

Plan a test by image copy to a different laptop, which normally causes the internal wireless to be assigned eth1.

Tested by image copy to a different laptop, internal wireless was still assigned eth0. Updated  http://wiki.laptop.org/go/Imaging/Side_effects
