palettes in Browse does not always go away

- hover over a link, right click on it

- when the palette is open, go away from it (if palette was opened to bottom-right side and moving to the top-left side the palette should be closed, and the other way around)

The attached patch applies cleanly and has been in Browse since 0.86, so I think it is worth back porting. I came across the issue today when testing pdf/epub.

Looked on an XO-1 with build 852 to see what the issue originally was. Verified on an XO-1 and a -1.5 with 10.1.3 os353 that the secondary menu/palette disappeared if I moved the cursor away from it in the opposite direction from which it was drawn.
