Description

The sugar-0.84 code that used rfkill to turn off the radio isn't present in sugar-0.92.

(In #10375) I think it would work, except sugar has lost the code that interacts with rfkill (#10913) and rfkill is a bit broken on XO-1.5 (#10803)

This seems to also leave Mesh networking running and able to be selected/used on XO-1.
