OFW should show RTC time in Banner and Self Test

Description

Report the time stored in RTC so the user can determine if it is correct. Perhaps an OFW based Clock to show time in a self test.

banner currently does not display RTC, but that can be added.

Showing RTC in self-test was added in Q4B12 per ticket #11229 for XO-1.75, this can be back ported to XO-1 and XO-1.5 as well.

Fixed in 2679, please test. Shows RTC value on test /rtc. Shows RTC value on banner. Removes 100ms from startup to ok prompt on XO-1.5, and removes 147ms on XO-1.75, by caching the discovery of the internal storage size.
