invalid rtcreset.sig causes actos to be booted with no initramfs

Description
There is an apparent problem with an error path through the rtcreset.sig checking.
When RTCAR is enabled and if the system has an invalid /security/rtcreset.sig file in place (e.g. badly signed or expired), boot output appears as follows:
RTCRESET found - signature invalid Bad signature <snip> Trying int:\boot\runos.zip OS found - signature valid Not enough parameters
The kernel then crashes during boot due to not having an initramfs.
Reproduced on XO-1.5 running Q3B23.
