Battery meter differences between Linux and OFW

Description
With 11.3.1 (released build) on a XO-1.5, the battery percentage remaining shown in Sugar & GNOME will go up and down depending on if the XO is plugged in or not. This percentage also tends to have a bit of a fast falloff immediately after the XO is unplugged which slowly levels off.
OFW & olpc-logbat (showing the EC's output) show a different available battery reading than Sugar/GNOME do, and do not seem to have these sudden jumps.
