Verfiy the automatic clock gating is set for all devices/modules in the 5536 and LX cpu.

The CPU chip and the 5536 can do extensive automatic clock gating on various functional modules to shut them off when not in use.

We need to verify that each of the geode line power management registers is correctly set.

There may be other bits to control explicitly, particularly in legacy areas of the Geode, but these have been verified.
