Battery driver needs revamp.

Description

Linux is in the process of revising its battery interface and that this interface will change to match that revision. We also have to convert the battery driver from indexed reads to recently defined EC commands.

Note that the software specification will also need to be updated.

This is mostly done. It'll probably have a few more tweaks as the HAL folks adapt to it, but it's basically working.
