XO doesn't automatically connect to mesh on startup

After bootup, the XO will not automatically connect to the mesh network. The mesh icon in home is grey and the XO will not connect no matter how long you wait. It also cannot connect if you click the mesh icon in the Neighborhood view. Once the user goes to the Neighborhood view and selects a wireless access point, then the internet works just fine. Clicking the mesh network icon after this will also work.
