In shared activities, the users that are currently in that activity are supposed to display on the right side of the frame. However, this does not always happen in Chat. Right now, I have three users in a Chat activity. On the B4, only the B4's own icon and one of the other user's icons appears. On the B3, only the B4's icon and a random icon (with no name, and an icon that is not the same as any of the users in the activity) appear. (The B3's own icon didn't.)

Found similar problems with this in Write; I guess it's not specific to Chat.

Sounds like a presence service bug.

I just did some tests using sugar-jhbuild and I never saw any buddies in the frame using Salut or Gabble.

My problem was due to a libwnck API change. I just pushed a fix to sugar.
