Does this reported bug mean that when someone joins a shared Record activity from the neighborhood, that their shared button is not clicked?

No. Activites that are started while the user is looking at the neighborhood view are supposed to automatically shared. See: http://wiki.laptop.org/go/OLPC_Human_Interface_Guidelines/The_Laptop_Experience/Zoom_Metaphor#Neighborhood
