Both to save a smidgen of power, and, in ebook mode, to solve #2613.

Only the CTest and later keyboards can be powered down.

This also will force a recalibration the touchpad after one of the major environment changes (see #1407).

Note that the mouse cursor should also be hidden when this happens, so that a) it doesn't get in the way in ebook mode from which it can't me moved out of the way and b) it doesn't confuse users into thinking there is a way to move it.

please test this change carefully, if implememnted. it's _very_ convenient, when using e-book
mode, to be able to crack open the laptop to get a the trackpad and/or keyboard.
