Tools should be allowed to "start" outside the canvas

Description
It should be possible begin defining a selection from outside the canvas area, so that a selection can cross the edge. This also makes select-all simple because you can just select a rect which contains the entire canvas.
Likewise, shapes and brush strokes should be allowed to do so.
