Browse: Index doesn't come up with security enabled

The title pretty much says it all. The index doesn't come up most likely because permission to the file system isn't given.

I'm assigning this to browse, but cc'ing mstone, as it's a security issue as well.

This has been fixed since 258.

Kim reports in #4848 that this is not working in 262.

Per discussions with sj and erikos yesterday, this issue is apparently going to be fixed by moving Browse's index page outside of /home/olpc.

Let me know if this plan changes.

Yes, the index comes up fine with security enabled on Update-1 637
