Change mesh behavior to not bring up the mesh automatically.

#4805 and Mesh and WDS makes it clear we should not default to mesh on, until we can figure out a work around for the Broadcom driver bugs found in the very common WR54g access points (and some other access points).

So initializing the mesh will require active intervention by the user. This bug will collect the different items that need to be completed for this change.

ship.2-645 has libertas firmware 20.p42, which fixes this problem in a different way. I suggest moving out these trac bugs to update.1, since the mesh on/off functionality is something we will eventually want to have. It's just not a ship.2 blocker any more (knock on wood).

This bug will be closed as won't fix since we have enough of a fix for WDS that we are going to leave the mesh default to automatically on.
