Laptop activated with a key requires the same key if clean-installed

I activated a wp laptop with a key; then upgraded with clean install. The laptop is no longer activated.

I believe this is the way the product was designed, but may cause problems with the country deployments for 'disaster recovery'. Today we use cleaninstalls all the time. Going forward we don't want to use USB cleaninstall, but it is the secondary method for recovery and it won't be a good idea if the original activation keys are not available.

We need a discussion about this for update1 -even if we decide not to do anything. How bad is this problem?

This problem will be very easy to fix if we have NAND partitions, and very very difficult to fix if we don't.
