Paint - Rect. Marquee icon changes erratically

Description
The on-screen icon to create a rectangular marquee and select a certain area of the canvas varies depending on how the tool is selected. It's either a rectangle with a dashed border or a cross-hairs. The cross-hairs would be the most logical and functional choice for this icon 100% of the time.
To recreate: select the brush tool and draw on the canvas. Then select the marquee tool. At this point when you hover over the canvas it should be the rectangle with the dashed border. Next use the marquee tool to select an area and move that selection. Now deselect that area and use the marquee tool again. You'll see that it has now changed to the cross-hairs icon. It will remain this icon until you follow the above sequence of using the brush tool (or pencil tool) again.
