Bundles shouldn't be stored redundantly in the Journal.

For large library bundles, it is prohibitively expensive to keep a compressed copy in the journal as well as the unpacked version in the filesystem. One option would be to serve library (or activity?) content directly from the compressed file in the journal. An alternative is to have 'ghost' entries in the journal whose contents are understood to reside unpacked in the filesystem.
