Activity bundles are a special case in the journal and in; they are artificially kept from resuming using a different activity (such as Develop). This is wrong.

(In #6642) I'm closing this since it's gotten no further comments. The commit noted above takes care of the first order problem. Tickets #3225 and #3900 cover a better long term solution.

(I'm not sure why #6639 was listed as a blocker for this ticket, so I'm removing that in order to close it.)
