update.1-703 Library content language not updated after changing language

When changing between languages using sugar-control-panel, the default Browse activity Library index is not rebuilt for the new language. Neither restarting Sugar using ctrl+alt+erase, or fully rebooting the XO regenerate the Library index. Only after manually running /usr/share/library-common/make_index.py script, or triggering it by downloading an .xol, do you see the correct localised content in Library.
Would seem sensible to run /usr/share/library-common/make_index.py during a Sugar re-start. If futzing with boot scripts is bad, adding it to the sugar-control-panel code might be a better plan (though if folks manually edit the config file they'll miss this).
