703 and 702 builds - network manager keeps trying to connect to mesh network even after associated w/ AP

Description

I have associated my XO w/ our access point successfully, but the XO keeps trying to connect to the other mesh networks, or at least their icons continually flash round-robin style in the mesh view.

this happens on 702 and 703.

Seems to go away after reboot, but not sure.

seems like a waste of power if it is constantly searching the other networks.

I do not have a local school server set up at this momemnt

Believed to be an similar problem to #5459

We aren't sure that NM is actually trying to make the connections here.
