Preserve order of activities within ring

Description

The order the activities appear within the ring is not preserved across reboots. This is a fundamental usability issue, since spatial memory can't be applied when launching new activities. Until we have a means for supporting manual reordering of activities within the ring, we need to at least ensure their (relative) position remains constant.
