Central XO palette actions cease to function after Record sharing exits.

Sometimes, when running the Record activity together with Chat, and trying to stop the Record activity, the activity's icon in the top of the screen becomes dark and two effects are observed:

1. It's not possible to get to the Control Panel (nothing happens, when clicking on the appropriate icon).

2. When clicking on the "Restart" icon, the laptop doesn't reboot; instead, the screen becomes all white (with the cursor still shown). When hitting the "Home view" button on the keyboard, the normal Home view appears. The machine can't be rebooted "the normal way".

The control panel does not start because os.fork fails:

OSError: [Errno 12] Cannot allocate memory

Which is tracked by some other ticket. But perhaps here we have a way to reproduce.

Reproduced. It happens only when a laptop sits on a mesh network, and the Record runs in the shared mode (not just running on an individual machine). That dark icon (representing the Record after an attempt to stop it) in the top of the screen disappears when the "Stop" is click on, and than reappears after a while. Wnen this happens, the laptop can't be rebooted in the "normal" way.

Based on #8206, we think that this behavior may be more widespread. Can you find other any other testcases which reproduce the same failure? Thanks! (P.S. At this time, we will not block on this issue. Ping us if you learn more!)
