Frame hot corners get disabled, activity wide, while the Control Panel is open

Description

Tested under joyride-2456 and build 8.2-760 with the Control Panel open, using hot corners fails to trigger the frame reveal. This is also the case if you switch away from the root window to another activity (say while you're waiting for SW update to complete, or using browse to read some documentation). The frame keyboard shortcut does still function correctly. Once the Control Panel is closed, frame hot corners work again.

Yes, reproduced on my XO with 8.2-760 also. It was disconcerting that the hot corners did not work; I have gotten quite accustomed to using them.

With Control Panel showing, I pressed the Activity key (F4), which put me back into my Firefox. But then hot corners did not work, and it was not clear how to get back to Control Panel. Trial and error, and Home key (F3) got me back to it.

Oh dear, this just got a whole steaming pile worse in build 82-763. Now, if you do reveal the frame while the Control Panel is open (using keyboard shortcut), NONE of the Frame's icons are click-able, display palettes or mouse-over hints. You're reduced to using keyboard shortcuts for any navigation until you close the CP. CP reduces the Frame UI to a great fat border with some pretty icons and zero functionality.

Hi Guys,

This is not good but I don't think we have time to fix it.

I'm going it in the release notes and we'll leave it as "don't do that" for 8.2 but should make it right in 8.2.1.
