Dragging within the clipboard creates duplicate clippings

Description

At present, the clipboard accepts drags from any source widget, including itself. This results in duplicate copies of clippings (if, for instance, you attempt to reorder them by dragging). This behavior is both confusing and wasteful.

We should prevent the possibility of duplicating clippings in this manner.

|testcase| Copy some text to the clipboard. Drag the click and drag the resulting clipping within the clipboard area. Verify that the standard mouse cursor remains, and that the clipboard remains gray. Release the mouse to drop the clipping back on the clipboard area. Verify that no duplicate clipping is made.
