Splitting this bug from #8767 to track the initramfs/bootanim portion of the work; #8767 keeps the kernel portion.

Fixed description: the latter frames of the boot animation actually come from the 'bootanim' packge in the build.

How can I test this on an unsigned build? I tried enabling security in OFW and booting with a devkey on USB stick (I thought this used to make pretty boot happen) but it booted in text mode.
