Disabling the radio in control panel should power-down WiFi chip

Description
Currently, the control panel's "Radio" checkbox only controls the power to the RF section of the WiFi chip. When the radio is disabled, it should also save massive power (1w or more) by powering off the entire WiFi chip.
When the radio is re-enabled, it should cleanly power-on the WiFi chip and resume whatever radio settings it previously had.
(Note that if Extreme Power Management is enabled, the radio will remain off even if enabled here.)
Related tickets include #8948, #8424, #8062, #7047, #6995. If #6995 is fixed, it may be possible to turn off and power down the radio merely by hitting Disable or Disconnect on the Frame icons for the Wifi and the Mesh. Then this control panel item would not be needed (unless on reboot the system automatically turns on the WiFi -- then this would provide a way to keep it off forever).
