activity updater is horribly slow on high latency connections

With the standard G1G1 activities installed, the activity updater is frustratingly slow even on our "decent" office connection here on paraguay, because it has to check so many different sites.

Here's a patch that we'll probably include in our distribution to children: If the activity group (hosted on the XS, in this case) offers an activity, the XO assumes that it is definitely the latest version and does not bother going to the internet to check the update_url.
